AARP Public Policy Institute: How States Can Support Family Caregivers Under Medicaid’s Community Engagement Requirements
The recently enacted One Big Beautiful Bill Act (OBBBA) introduces new community engagement -- or work -- requirements for some adult Medicaid beneficiaries. Family caregivers are exempt, but states have flexibility in how they design and carry out these rules. That means the choices that states make will affect whether family caregivers receive the protections they are entitled to. States can and should take deliberate steps to ensure family caregivers do not lose coverage as these policies roll out.
This report from AARP Public Policy Institute highlights Medicaid’s critical role in supporting the health and well-being of family caregivers. It breaks down OBBBA’s community engagement requirements and the family caregiver exemption, and outlines options states can use to safeguard continuous coverage for family caregivers. Community Care Corps Request for Proposals
Community Care Corps encourages organizations across the country to apply for 18-month grants ($30,000–$200,000) to develop and scale innovative volunteer programs that provide nonmedical assistance to older adults, adults age 18 and older with disabilities, and family caregivers.
Projects funded through this initiative will increase the number of community-based volunteer programs available to provide nonmedical assistance while decreasing the number of older adults, adults with disabilities, and family caregivers who need assistance in maintaining independence in the community but are unable to obtain help. In doing so, the initiative will strengthen community-based supports that help people maintain independence, reduce unmet needs, and improve overall well-being. Applications are due February 2, 2026, at 5:00 PM ET. Learn more and apply here.
