Proactive Vaccine Outreach Strategy: Oregon, Easy Application to Fund Local Sites

Key partners: State unit on aging, local ADRCs

OR initiated a simple application process (see language below) as an opportunity to quickly distribute vaccine access funds to local sites. In the application language, OR mentions incentives. ACL developed guidance for ADRC/NWD funding which provides clarification on which grant can be used for incentives posted at https://www.ta-community.com/t/y4hlapp For guidance on incentives for Older Americans Act Funding, see the attached document.

We know many grantees are receiving vaccine outreach funds from different sources. For example, the American Rescue Plan Act (ARPA) included the Centers for Disease Control and Prevention funding and the funding for supporting older Americans and their families. See Opportunities to Leverage American Rescue Plan Act (ARPA) Funds to Grow NWD Systems for more information.  This example from Oregon could be a great way to engage local sites and distributing funds quickly.

“Good morning, AAA and CIL Directors,

Now, more than ever, we need to increase the number of people getting vaccinated for COVID. Please see the highlights from the newest CDC reports:

https://www.cdc.gov/coronavirus/2019-ncov/variants/delta-variant.html

CSSU is pleased to announce an additional funding opportunity to increase vaccination efforts or to reduce vaccine hesitancy in your communities, and we’ve tried to make the application process as painless as possible for you.

To apply:

  1. Please provide a written narrative (no more than 2 pages) detailing how you will use the funds to increase vaccination efforts or reduce vaccine hesitancy in your communities.

·        Be creative! Considerations may include how to get consumers to vaccinations, incentives, strengthening collaborations and partnerships, or marketing tactics.

  1. Please include a clear and detailed budget (not included in the two-page limit) your requested funding amount with explaining how requested funds will be spent by the deadline of September 30, 2022.
  2. You may submit multiple funding requests if you have separate projects that you would like to propose. There is no minimum amount for proposals. The maximum amount is $500,000.
  3. Additional consideration will be given to proposals that:

·        Include collaboration/coordination with tribal partners

·        Focus efforts on communities that are typically underserved due to systemic racism or other factors

  1. Submit your written proposal and budget as one combined document (Word or PDF)
  2. Deadline for submitting proposals is Friday, September 17, 2021.
  3. You will be notified of the approval/denial of your proposal(s) by October 4, 2021.

Thank you!”

Good information, as usual, Christina.  Appreciate the information on use of funds.  Kudos to the state for making fund distribution easy.

Thanks for sharing! I do like they made this a simple process, but I'm curious to know if OR has/will require certain outcomes/data collection along with the proposed project/programs. Over the past year, we have seen the impact of outcome data collected from COVID pilot projects that we used federal and staff COVID specific funding for. The data collected was a result of specific outcomes written into grant applications/contracts. It has allowed us to continue projects in FY22 with state funding which would normally be difficult to make the case for without the outcome data.
