Missouri: University Center for Excellence in Developmental Disabilities Leads Critical Development of No Wrong Door System

The Missouri University Center for Excellence in Developmental Disabilities (UCEDD), the University of Kansas City - Institute for Human Development (UMKC-IHD), received a No Wrong Door System grant to lead the state in enhancing No Wrong Door efforts and developing a statewide governance structure. UMKC-IHD used various strategies to engage stakeholders and gain buy-in:

  • Cross-Systems Meetings with State Agency Leadership. UMKC-IHD met over 50 times with leadership and champions from state agencies over the two-year grant period, including the Department of Health and Senior Services - Division of Senior and Disability Services (DHSS-DSDS) and the Department of Mental Health - Division of Developmental Disabilities (DMH-DDD). Meetings served to identify champions with the authority and commitment to enact change. Once identified, leaders from DHSS-DSDS and DMH-DDD formed the No Wrong Door Advisory Committee, which met bi-weekly to draft a plan to establish No Wrong Door in Missouri. The No Wrong Door Advisory Committee has since become foundational members of Missouri's No Wrong Door Governance and Administration structure.
  • Quarterly No Wrong Door Stakeholder Meetings. UMKC-IHD held quarterly meetings with over 150 stakeholders to share grant updates. Attendees were encouraged to participate in small breakout discussions and share their own updates, resources, and opportunities. These facilitated discussions informed UMKC-IHD's understanding of access points within the LTSS system.
  • Community Presentations. UMKC-IHD presented at 15 conferences and community events over the course of the grant to educate and engage various stakeholders and organizations on topics related to No Wrong Door. The presentations allowed UMKC-IHD to align with community efforts while informing stakeholders about the No Wrong Door System.
  • No Wrong Door Cross-Systems Technology Group. Originally launched in July 2022 as the "Missouri Technology Think Tank," this group transitioned into the "Cross Systems Technology Group" in 2024 to align state and local efforts in integrating assistive technology for older adults, individuals with disabilities, and their caregivers. The group promotes action, advocacy, and education to ensure assistive technology is included in the LTSS network.
  • Missouri Open Door (MOD) Workshop Series. This series includes the MOD Benefits Series and the MOD Technology Series and provides free monthly workshops on a broad array of topics to individuals, their families, and professionals who provide person-centered planning or services. The MOD Benefits Series focuses on government benefits presented in a streamlined, user-friendly format, and the MOD Technology Series focuses on both high- and low-tech assistive technology to support daily living.

UMKC-IHD estimates that over the course of the grant, they reached more than 1,600 stakeholders through the outreach efforts listed above. This reach allowed them to build awareness, strengthen relationships, and enhance knowledge of No Wrong Door efforts, developing a strong foundation for systems change and promoting long-term sustainability.  Using these meetings and other mapping activities, UMKC-IHD established a proposed No Wrong Door Governance and Administration structure, outlined in the figure below.

 UMKC-IHD developed a Governance Plan with the following key outcomes:

  • Expand No Wrong Door Executive Committee and No Wrong Door Operational Team to include more comprehensive representation of systems that serve LTSS populations and key No Wrong Door functions by incorporating at least two of the following three state entities via letters of commitment: the Missouri Department of Social Services; Missouri Division of Behavioral Health; Missouri Department of Elementary and Secondary Education - Vocational Rehabilitation.
  • Establish regular ongoing meetings for the No Wrong Door Governance Executive Committee by holding at least two meetings annually of the full committee.
  • Establish regular ongoing meetings for the No Wrong Door Operational Team by holding quarterly targeted meetings.
  • Integrate No Wrong Door objectives into the Master Plan on Aging (MPA) by establishing No Wrong Door representation on the established LTSS and Caregiving subcommittees and ensuring at least one objective for each No Wrong Door function is represented in the MPA.
