Indiana: Governing Body Builds on Existing System and Creates Efficiencies to Improve Access

The Indiana Family and Social Services Administration (FSSA) Division of Aging (DA) formed a Governing Body to lead the design, implementation, continuous improvement, and sustainability of Indiana’s No Wrong Door system. The No Wrong Door Governing Body is a multi-agency collaborative effort to create a high-functioning system of long-term services and supports (LTSS) for individuals and caregivers. Indiana’s Governing Body includes: 

  • FSSA divisions and offices:
    • Disability and Rehabilitative Services 
    • Medicaid 
    • Mental Health and Addiction 
    • Indiana 211 
    • Division of Family Resources 
    • Communications 
    • Office of Medicaid Policy and Planning 
  • Other state leaders:
    • Veterans Affairs 
    • Indiana Housing and Community Development Authority 
    • Department of Insurance 
    • Department of Health 

Indiana’s Governing Body identified priority areas for improving access – creating a resource hub, developing a communication plan, and implementing training programs – following a mapping analysis of their current LTSS access system, which highlighted system gaps and gathered input from those served by the No Wrong Door system. The map below demonstrates the access points and the referral relationships currently in place between organizations.  

The Governing Body plans to leverage and expand Indiana’s existing INconnect Alliance website to serve as the hub for the “one-stop-shop” with detailed LTSS resource information to inform state staff, partners, Hoosiers, and their caregivers about the services available for LTSS needs. This regularly updated repository would provide information about available programs, eligibility criteria, application procedures, and contact details.  

The Governing Body is also planning to create a comprehensive communication plan that provides clear information on how to access resources. The plan will be designed to disseminate information effectively and engage a varied audience, including the community at large and program staff, in order to alleviate frustration and delays in Hoosiers accessing the help they need. 

Additionally, the Governing Body is working to establish guidelines, share best practices, and provide peer-to-peer support for No Wrong Door network agencies who are implementing person-centered counseling programs. 

Indiana’s No Wrong Door governance efforts align with FSSA’s work to develop the state’s multisector plan for aging (MPA), as both system change efforts leverage and enhance infrastructure to improve access to LTSS services across populations and payers. There are many opportunities for crossover and alignment especially related to the MPA goal to “reduce barriers to access for care, services, housing and other supports at all points across the lifespan.” Stakeholders participating in both No Wrong Door planning and MPA development designed intentional overlap in the two plans.
